You can make it appear by following 2 ways ; 1) F2 key, Pop-up window will be rison. 2) Move your mouse on any Toolbar/Icon~ => And right click of your mouse button. => Then, you can see toolbar list in vertical. => Please check on ""Command Bar"" item. => Then, it will be up.
