The object snap isn't working. I've tried turning it off and on several times and double-checked the settings, but the snap still isn't working.

Hi, Thank you for asking.
In F11 mode with object snap tracking turned on, you can momentarily hover over the endpoint of the line you want to track.
Then, as you move the mouse, you'll see that the object snap tracking works for that line. The same applies to other lines; you can hover momentarily over the endpoint, midpoint, or center point (for circles), and once the object is recognized, you can use it as needed.
